The County Code states that existing residential dwellings that are on a public or semi-public potable
well system are not required to connect to municipal waterlines. Code also states that replacement
wells can be constructed provided a permit for said replacement well can be and is issued by the
County Environmental Health Dept.
Mr. Dennis McCaslin, 1981 Knolls Drive, would like to disconnect from the community well system
that serves his existing residence and construct his own private well. It is my opinion that this allowed
by the County Code the same as if he were replacing a well on his property. He is, in effect,
replacing the existing well that is currently serving his existing residence. Of course he must get a
permit for the new well from the Environmental Health Dept.

Currently has a community well with Aqua water in New Jersey (formally Piedmont Water). He now wants to
dig a new well but understands by the County Planning office that he must hook to the County/Hickory

waterline that he now has access too. He does not want City water. Says it's unfair and would like to speak to
you about the situation.
Also, he said if the County forced him to connect to City Hickory water he still wants to put in a well too.
Strange.
