Open Burning of Synthetic Materials
Ms, Faye Brooks
Sherrills Ford, North Carolina.
Catawba County
Ms. Kim Sue of Catawba County Utilities & Engineering observed the open burning of synthetic
materials conducted at 6021 Little Mountain Road, Catawba County, North Carolina on March 7, 2012,
The materials being open burned consisted of, but were not limited to. plastic, paper and other synthetic
materials. Burning of non -vegetative materials is a violation of North Carolina Administrative Code
Title 15A 2D .1903(1)(1)(C), "Open Burning Without an Air Quality Permit" which prohibits
burning of "non -vegetative materials, such as household garbage, lumber, or any other synthetic
materials". You were contacted on March 7, 2012 by Ms. Sue with reference to the above violation.
Therefore, this Notice of Violation is hereby issued to Ms. Faye Brooks for violation of tile above
referenced North Carolina State Open Burning rule. It is requested that a written response to this Notice
J Violation be submitted to this Office as quickly as possible, but no later than ten (10) days following
receipt of this Notice. The response should describe any corrective actions that you have taken or plan to
take to assure compliance with the above rule at all times.
It should be noted that the violation cited in this letter or any additional documented violations
could result in the initiation of an enforcement actio
General Statute 143-215.114A, which provides for the assessment of civil penalties.

Suniinary of iaagwtion: On March 8, 2012, MRO received notification frorn Ms. K irn Sue, Catawba County
Utilities & Engineering/Code Compliance Technician, regarding illegal open burning of trash on March 7, 2012 at
6021 Little Mountain Road in Catawba County. Ms. Sue observed the illegal open burning at the address. Materials
in the burn pile included plastic, paper, sundry clothing and other synthetic materials. Ms. Sue explained that she
spoke with M s. Faye Brooks, property owner about the v io [at ion of the State's Open B L11-11 i ng Ru le (2 D .1900).
Based on the report by Ms. S tie and the photographs that were provided, it appears that the open bum ing at 602 1
Little Mountain Road on March 7, 2012 was a violation of the .1900 rule. I recommend that a Notice of Violation
'NOV) be issue to Ms. Faye Brooks for this violation.
