Based on the information provided, it is clear that you conduct a tire sales business, albeit a form of consignment, at the above referenced location. Our understanding is that you pick up used tires from a salvage business in South Carolina, transport them to this location where you clean and sort them, contact local businesses or persons interested in purchasing the tires, and then deliver the tires to the interested consumer. As indicated during our meeting, without a permit, one way to operate legally would be to sort, clean, and store the tires at another approved location. location. After further discussion with other Planning, Parks, and Development Department staff and the county’s Legal Department, it appears that your use of the property could be allowed through the provision for a Back Yard Business (Reference Section 44-634.1 of the Catawba County Unified Development Ordinance). This type of business will require a Zoning Authorization Permit for the Back Yard Business and you must provide information to the Planning, Parks, and Development Department that the standards for a Back Yard Business will be met. Please be aware that no tires can be stored outside and that any new buildings must be properly permitted. Also, sales are not allowed on-site. In order to meet the necessary standards for a Back Yard Business, you may also need to work with additional departments such as Environmental Health and Building Inspections as well as receive other permits. I will be glad to set up a meeting with a representative from each department and would encourage you to consider such such a meeting. Enclosed with this letter is an application for a Zoning Authorization Permit and Section 44-634.1 Back Yard Business standards. Note that the application would need to be signed by both the applicant (yourself) and the property owner. It is necessary at this time for you to notify Code Compliance as to your intentions of either applying for the permit or removing the tires from the property.
