Issuing a Building permit
Tidemark case type "BLD"
Purpose: To issue a permit so that construction can start and inspections can
be made
Checklist for incoming paperwork:
• Zoning approval from appropriate zoning jurisdiction
• Environmental Health approval (if necessary for the particular parcel)
• Building permit application (filled out completely and signed)
• Plans for the project (scaled floor layout with all rooms identified if
residential, approved plans from CCPR if commercial)
Customer paperwork (items returned to customer upon completion of
case):
• Copy of building permit
• Laminated building permit placard
• Copy of receipt for payment (if necessary)
• Set of plans that have been red stamped by us if residential, Job Site copy
if commercial (make sure that customer signs all sets of plans)
• IVR code handout sheet
• Public phone list of inspector's mobile numbers
Important things to remember:
• Check the application against the plans to make sure that the number of
rooms, and other details match the set of plans that you are looking at.
• Check the square footages and verify that they are correct (heated and
unheated, basement finished or unfinished)
• Make sure the application is signed by the correct person (General
Contractor or homeowner if they are doing their own work). If the
signature is not legible, have them print the name below the
signature.
Steps for entering case into Tidemark:
• Open Parcel
• Enter address or PIN number of the property
• If county zoning or an environmental health case exists and is current,
group add the Building Permit and if not choose new case and select
Building Permit
• Click on OK and YES for automatic numbering
• Enter the building permit number in both the "Master #" and "Project'
spaces
• In Description, accurately give a description of what the permit is being
issued for (I.E. 2 story dwelling w /attached garage & finished bonus room)
• Your name will automatically print in the Contact block
• Type of Work should be which ever one best describes what the building
permit is for (I.E. Addition, New Construction, Alterations, etc.)
• Type of Use will be which ever one best describes what the building
permit is for (I.E. Single Family Residential, Accessory Structure, Modular
Unit /Single Family, Pier, Sign, etc.)
• Occupancy Group will be which ever one matches what group the
building is identified in (refer to fee schedule)
• Census Category refers to which ever class of construction that the
building is classified in (I.E. 101 is for single family dwellings and modular
dwellings, 103 is used for duplexes, 319 is for churches, etc.) * *Refer to
your Instructions for Classifying Construction on form C -404 **
• Put the cost of construction in Estimated value space
• Leave Actual Value blank — we currently do not use this space
• Select the correct Zoning jurisdiction (R -1, R -2, R -3, Conover, Long View,
etc.)
• Choose which Ownership type applies to the permit you are issuing
• Select Yes or No whether or not they will be using a Saw pole for the
construction of the building
• Choose Yes on Recovery Fund if this permit is being pulled by a licensed
General Contractor and it is for a new residential dwelling unit, an addition
to an existing dwelling, or alterations to dwellings (dwelling unit is defined
to include houses, condominiums or townhouses)
• Construction type 1: most new homes will be V -B
• Code Edition will either be IBC for commercial buildings or IRC for
residential buildings
• Foundation needs to be what ever type of foundation will be used on this
building
• For Exterior Finish choose what type of exterior finish they are putting on
the building
• In the Permits Required blocks, you have to check Yes or No to answer
if they will be putting Electric, Mechanical and Plumbing in the building
that you are writing
• Put driving directions in the Directions box
• On the third screen, Total is the total square footage of the heated and
unheated square footage added together
• Heated sq. footage is only the heated sq. footage
• Unheated sq. footage if only the unheated sq. footage (covered decks
and porches, garage, unfinished basement, or unfinished bonus room)
• Unfinished basement is only for unfinished basement sq. footage
• Garage /carport is the sq. footage of an attached garage or carport only
• On 1" and 2 " floor, if they list them separately, you can fill this in or
leave blank (not a required field)
• Total Rooms is the total number of habitable rooms (does not include
bathrooms, laundry rooms or foyers)
• No. of units automatically comes up with a 1 in this space, you only have
to change it if there is more than one unit in the building (I.E. apartment
buildings, duplexes, condominiums)
• Put the appropriate number of stories that this building is going to be in
No. of Stories
• Fill in the amount of No. Bathrooms, & No. Bedrooms in the next
columns
• If there will be a Fireplace Opening, put the number of fireplace openings
and then select the correct Fireplace Type
• Leave Height blank (unless told otherwise by an inspector or supervisor)
• Select what Type of Heat will be used in the building, if any
• On the fourth screen, put in the Health Dept permit number and the
Zoning permit number (if it is a municipality, put the name of the
municipality and number if it has a number — CON C2314 for Conover or
Newton for Newton)
• If it is a county zoning parcel, put the Setbacks in the appropriate blanks
(Front, Side 1 and Rear)
• When you are finished, Save the information
• Add contractor to the People file (be sure we have a current phone
number and correct mailing address, etc.)
• Check the fees and make sure that the Fees are correct and that is has
charged for everything that it is supposed to charge
• Go to Activity and choose Add
• Select the Issuance Menu and choose Issue Permit & Procedure
• Go back into the case and Group Add all of the trade permits that will be
issued for this building (don't forget to write down the numbers so that you
will have them for the card)
• Go back into Activity and Issuance Menu
• Select Issue Permit Card W /Trades
• Collect the fee (if they're not a billed contractor)
• Have the contractor or homeowner initial & sign the Workman's Comp
statements on the back of the Office copy of the Building permit
• Staple the building permit, application, zoning clearance & environmental
health together, punch holes in it and put it in the permit books with the
most current on top (if you're in the Hickory office, send it inner office to
the Newton PC to be filed in the books)
