LOOPER, INC REFERENCE: REPLY TO REVIEW COMMENTS DATED 05 -25 -11 BUILDING STATUS: (COMPLETE - DISAPPROVED) COMMENT #1: A written response to the comments in the order they appear in this correspondence as well as appropriate clouded revisions to the plans shall be provided. (WE SHALL COMPLY) COMMENT #2: Provide retaining wall design drawings prepared by the design professional licensed in North Carolina. (SEE ATTACHED) ENVIRONMENTAL HEALTH STATUS: (N /A) EROSION CONTROL STATUS: (UNDER REVIEW) PAGE 1 OF 4 FIRE STATUS: (PLAN RECEIVED - APPROVED WITH NOTES) BUILDING SHELL REVIEW ONLY SPRINKLER/UTILITIES: b 1. Consult with Hickory Public Utilities regarding if a Double Detector Check Valve s assembly is approved for this Building to be used as Medical, revise plans if a Reduced Pressure Zone Detector is required. If a RPZD is to be in a vault excess water discharge drainage would need to be addressed to eliminat-- flooding of monitoring equipment. 2. Location of FDC as shown noted, an approved sign shall be posted indicating the location of the Fire Department Connection. Sign shall comply with Section 510 of the NC Fire Code. 3. All underground water mains, fire hydrants, and their appurtenances shall be installed to meet the specifications of the Public Utilities Department and NFPA Standard #24. 4. The Public Utilities Department shall inspect all underground water mains, fire hydrants, and their appurtenances. Contact Paul Solomon or Raphael McRae at 323 -7427 for inspection requirements and procedures: 5. A flushing of all sprinkler run -ins shall be witnessed by a fire official and Public Utilities. For fire inspection flushing requirements and procedures contact the Fire Prevention Bureau at (828) 323 -7522. ATTENTION: The sprinkler contractor shall verify that the flushing has been signed off and approved by a Fire Code Official PRIOR to connection of the sprinkler riser to the underground sprinkler run -in. 6. Sprinkler contractor shall obtain a permit from the Fire Prevention Bureau prior to beginning any installation /renovation of the sprinkler /standpipe system. NFPA 13 2002 year is the applicable standard for sprinkler installation. FIRE ALARM: 1. Location of remote annunicator noted just inside main entrance approved. 2. Location of master control panel for Area of Rescue Assistance noted. 3. Location of Knox Box approved, Knox Box ordering may be done by phone (1 -800- 552 -5669) or web site (knoxbox.com). 4. Fire alarm contractor shall obtain a permit from the Fire Prevention Bureau prior to any installation of the fire alarm system. Elevator Recall required by section 607 of the 2009 North Carolina Fire Prevention Code. Heat and smoke detectors shall be provided for elevator shutdown and recall according to NFPA 72. 6. A means shall be provided to supervise the electric heat (in the event of heater failure) in the sprinkler riser room to maintain a minimum of 40 degrees to prevent freezing of the sprinkler system. 7. NFPA 72 2002 is the applicable standard for fire alarm installation. PAGE 2OF4 i t GENERAL COMMENTS: Comment #1: Up -fit plans are to be submitted. The building or structure shall not be occupied prior to the code official issuing a permit that indicates that applicable provisions of the NC Fire Code has been met.(WE SHALL COMPLY) Comment#2: Street numbers to be verified. Street numbers shall be posted on the building and visible from the roadway. Numbers shall contrast with their background. Numbers shall be a minimum of 4 inches high with a minimum stroke width of 0.5 inches. (WE SHALL COMPLY) 1 Comment#3: Per NC Fire Code, Section 510, fire protection equipment rooms containing controls for HVAC's, sprinkler risers, other fire detection control I elements shall be identified for the use of the fire department with signs installed, and readily visible. (WE SHALL COMPLY) Comment#4: Portable fire extinguishers shall be selected, installed and maintained in accordance with Section 906 of the 2009 North Carolina Fire Prevention Code and NFPA 10. (WE SHALL COMPLY) Comment#5: Construction and use of the building shall comply with the North Carolina Building Code and North Carolina Fire Code. (WE SHALL COMPLY) Comment#6: See 06 North Carolina Building Code Chapter 33 Safeguards During Construction and sections of 09 North Carolina Fire Prevention Code Chapter 14 Fire Safety During Construction and Demolition that would be applicable to this project. Shown setbacks meet current setback standards. (2) IND maximum height is 80ft. This property is also within the Airport Overlay District where the maximum height is 50ft. The building shown is less than 50 ft in height. (3) Sheet C1 shows location of dumpster pad and indicates screening will be provided, and references a ` plan detail, but detail is not included. Dumpster screening must conform to the ' standards of LDC Section 9.7. (4) The eastern, western and southern boundaries of the parking area(s) are not properly screened. Trees must be planted 30ft on center (LDC Section 9.14.7 (B). (5) This project is in a WS -IV (CA) Watershed. This project is being developed as Low - Density. Impervious calculations are shown in sheet C1. (6) Phone, cable, electricity and like utility lines must be placed underground. (7) All aspects of this project shall conform to the standards contained within Hickory's Land Development Code. (8) All signs are permitted separately. The comments were from the Catawba County Permit Plan Review Notes. Hickory Fire Prevention Bureau: Notes dated 5/12/2011: Sprinkler/Utilities: 1. A Reduced Pressure Zone Detector has been added. See sheet #C4 for revised vault/RPZ details. 2. Will comply to comments pertaining to FDC, see sheet C4. 3. Will comply, utilities will meet the specifications of the Public Utilities Department and NFPA Standard #24., see sheet C4. 4. Will comply to Public Utility Department inspection requirements and procedures. 5. Will comply to flushing requirements and procedures, see sheet C4. 6. Will comply, sprinkler requirements. 7.
