Hickory Career & Art Magnet School - renovations
DSP No: 181 -1378 Project # 5441
date; April 29, 2011
Construction documents for the Hickory Career 8 AR Magnet School - renovations project were received on
March 24, 2011. The following architectural review comments are submitted to the designer and the Hickory City
Schools for consideration in accordance with G.S.115C -521. Comments by other disciplines, if any, will be
forwarded under separate ever. A Certificate of Review will be issued after plan review has been completed.
This review is in response to Little Architectural Consultants letter dated April 27, 2011, which was in response to
my original comments of April 7, 2011. Thank you for that letter. Please provide copies of modified or added
sheets or details. With the additional information now available about the science program atthis school, we
have concerns about the adequacy of the science suite, as detailed below. Response to these review comments
is required to complete the review process.
* 1. Legal information available today indicates that this building is leased — not owned by the Board of
Education. We recomment that the Board consult with the board Attorney concerning investing
money in a building not owned in fee simple (NC GS 115C -521).
2. Science North Carolina Standard Course of Study requires 3 units of Science. The website for HCAM
shows expected enrollment of 450. On a four -block schedule (assuming the room is used full
time) we estimate 42 students per classM If this school is on a 6- period schedule rather than 4-
block, we estimate 56 students per class. Both are much more than recommended class sizes.
One science room for a high school of 450 students is not adequate.
* 3. Science Please see the document "School Science Facilities Planner," published April 2010, on the
School Planning Website. This contains certain criteria for science rooms which are required
before occupancy is permitted.
* 4. A 104 Room 019 appears to be too small to meet criteria. As an alternative to providing the square
footage listed in the Facilities Planner (page 34), the designer may submit a scaled floor plan
showing all casework and equipment, to demonstrate that adequate circulation space is
provided. One sink shall be provided per four students. Handicapped access shall be provided
for at least one work station and one sink-
* 5. A 104 Science Preparation & Storage: this appears too small to meet criteria. Revise as appropriate to
provide the support necessary for a high school science program. Provide equipment and
systems listed in the Facilities Planner.

Plan Review: Hickory Magnet April 29, 2011
* 6. A 144 Science facilities: Comply with Requirements for casework, sink and countertop materials,
eyewash and safety showers, safety equipment, etc. IF a fume hood is provided, it MUST
comply with Requirements. (Note 9 on sheet E 301 implies that a hood will be provided: sheet
M 101 shows "fume hood by G.C.," but it is not shown on the architectural plans. Please
coordinate.)
* 7. Toilets Please provide me with a copy of your responses to the Plumbing / Mechanical review letter
dated April 12, 2011. It appears that complianoe with those comments will require removing
some existing walls.
It is advantageous to everyone if we can have an opportunity to review projects prior to the documents being
issued for Constniction. Please, in the future, provide drawings and project manual for review earlier in the
design process.
