Response: Responses and clouded revisions will be provided. • Comment: Special Inspections are required for this project per Section 1704.1.2 of the NC Building Code, NC Building Code Council amendments to the section and Table 1604.5 NCBC.A.pdf document entitled www. catawbacountync. gov /depts /u &e /Specialinspections Response: Will comma? • Comment: A Statement of Special Inspections (SSI) is required for this project, instructions for preparing the SSI are provided in Chapter 3 of the SICC. The SSI shall be incorporated into the construction documents (see SICC -301 and NCSBC- 1704.1.1) preferably adjacent to the Code Summary Sheets and shall be submitted to the CCBSD for review. Blank copies of the 3 -page SSI are located in Appendix A (Blank Forms). The forms are to be prepared by the Registered Design Professional in Responsible Charge, and the Engineers of Record for the project. -Response:` -- AJShedT, - G0D2`- " has been ad and is attached. • Comment: Page two of the form, identifies the types of work needing special inspection services as well as the special Inspections Engineer of Record and Testing Labs responsible for the services. Response: Will comply, See Sheet G002 — Special Inspections. • Comment: Page three of the form is the Quality Assurance plan and provides the seismic and wind systems and components requiring special inspections prepared by the Structural engineer of Record. Page three also provides a list of contractors responsible for the construction or fabrication of systems and components identified in the Quality Assurance Plan Response: Will comply, Sheet G002 — Special Inspections • Comment: Upon approval of the SSI by CCBSD a pre- construction meeting shall be scheduled prior to permit issuance. The meeting shall be attended by the Owner of Designated Agent, Architect of Record, Structural Engineer of Record, General Contractor and Special Inspector of Record as identified on the SSI. Response: We await notification of the preconstruction meeting date and time. 8- 1/2x11 sheets are attached. 1. Comment: Provide completed appendix B. Appendix B shall be reproduced as a full size page with submitted drawings. Response: Per a telephone conversation with Bill Rodgers, he will accept the abbreviated form of Appendix B as shown on Sheet G001 — General Information Sheet. 2. Comment: Provide completed statement of disproportionality for this project. Response: The following is our statement of disproportional ity. Per our Estimate, the total probable Construction Cost is $1,259,623 MEP Costs $703,199 Building Cost without MEP Cost $556,436 ADA Site Work Cost $138,248 Area A —HC Cost for Lifts /Addition $78,532 Area B —HC Toilet $$9,000 Area D —HC Toilets $18,000 Area 6 —HC Toilets and Gray Toilets $63,000 Subtotal HC Improvements $306,780 Therefore, $306,780_ $556,436 =55% of Construction Cost going toward HC items. DIVERSIFIED ARCHITECTURAL CONSULTING f 3. Comment: Page P201: Per NCPC section 1003.3.1, hand wash sinks shall not drain to the grease interceptor. Response: We feel the code allows for kitchen lavatories to drain to the grease interceptor since kitchen lavatories are fixtures that will allow fats and oils to be discharged into the drainage system from the hands of people preparing the food being washed, but at your request we will remove the hand wash sinks from the kitchen waste system. Please see revised Sheet P201. 4. Comment: Page P201: what are the intended use(s) for the single bay sinks adjacent to the residential stoves /cook tops in the instruction room? If these fixtures are used for clean up or prep work where grease of fats can be discharged then they shall drain to the grease interceptor. Response: The intended use for the sinks are for a standard home economics classroom. The waste piping for the HCAM Food Lab now extends to the kitchen waste piping system. Please see revised sheet P201. 5. Comment: Page P 201: Per NCPC section 1003.6, provide a lint separator in waste line at clothes washer. Response: A lint interceptor has been added for the clothes washer. Please see revised sheet P201. 6. Comment: Pages P201 /P001: Notes call for water and waste connections for adjacent dishwasher at fixture P11. Per NCPC Section 604.9, provide water hammer arrestors at this location. Response: Water hammer arrestors have been added for the dishwashers. Please see revised sheet P001. 7. Comment: Provide complete roof plan showing all existing and new equipment placed on roof. Provide permanent roof access per NCMC 306.5. Response: All roof equipment in areas of work is shown on mechanical drawings. Roof height in areas of the building is less than 16'; no permanent access ladder is required per NCMC 306.5. HICKORY FIRE DEPARTMENT REVIEW FIRE ALARM SYSTEM: 1. Comment: VERIFY: If total coverage is the goal, for example the Lunch Room and Gym appears not to have total coverage using 30 spacing and 15' off walls for smoke detector spacing. Response: Total coverage is the goal. Devices will be closely examined during submittal process to ensure complete coverage in all areas. Comment: Smoke detectors should not be located in a direct airflow no closer than 3' from an air supply diffuser or return air opening per NFA 72. Depending on air velocity or throw of the diffuser the 3' clearance may not be adequate. Response: Smoke detectors will be closely examined during submittal process and coordinated with all diffusers to ensure none are in direct airflow. Minimum distances will be required per code. 3. Comment: Fire Alarm contractor shall obtain a permit from the Fire Prevention Bureau prior to any installation of the fire alarm system. Comment: Fire alarm system is a required system; an approved supervising station in accordance with NFPA 72 shall monitor fire alarm systems. Response: System is specified to be a fully addressable system that meets all NFPA 72 and shall monitor fire alarm systems. 5. Comment: Installation of the fire alarm system and device locations shall comply with NFPA 72, Section 907 of the NC Building Code and Section 907 of the NC Fire Code. Response: System is specified to be a fully addressable system that meets all NFPA 72 requirements, NC Building Code and Section 907 of the NC Fire Code. 6. Comment: Fire alarm coverage (visual and audible) shall comply with NFPA 72, Section 907 of the NC Building Code and Section 907 of the NC Fire Code. Response: System is specified to be a fully addressable system that meet all visual and audible coverage per NFPA 72 requirement, NC Building Code and Section 907 of the NC Fire Code. FIRE SUPPRESSION SYSTEM: COMMERCIAL COOKING EQUIPMENT: 1. Comment: Fire suppression system contractor shall obtain a permit from the Fire Prevention Bureau prior to installation of the suppression system. Plans, equipment layout, location of manual pull, etc. shall be submitted at the time of permit application. Applications are available upon request, 828 - 323 -7522 or available on line at http: / /hickorygoov.com/ department//division.php?fDD =8 -13 Response: The commercial cooking equipment is not a part of this bid. This equipment will be bid at a later date by the Owner. 2. Comment: Cooking equipment shall be located under the exhaust hood according to the NC Mechanical Code, and the manufacturer's installation instructions. Response: All discipline plans show the required cooking equipment installed below the hood system. 4. Comment: A Class K fire extinguisher shall be provided for the protection of cooking equipment. A fire official shall approve the location. A placard shall be conspicuously placed near the extinguisher that states that that the fire protection system shall be activated prior to using the fire the fire extinguisher. The portable fire extinguisher shall be provided within a 30' travel distance of commercial type cooking equipment. Response: Fire extinguisher is indicated, see note 8 in kitchen Hood Schedule, Sheet M001. Type K extinguisher is call for on Sheet A102. 5. Comment: The fire suppression system shall be tied into the fire alarm system. Response: The fire alarm system is designed and intended to be tied into the fire alarm system. GENERAL COMMENTS: 1. Comment: Prior to this project beginning, General contractor shall contact Hickory Fire Prevention Bureau to discuss phasing of project and maintenance of required exits if building is to open for business/school during renovations, 828 -323- 7522. Response: This comment has been added to the General Notes on the plans. 2. Comment: Verify the exit and emergency light identified to be in the Cosmetology Supply Room, see Sheet E201. Response: Exit sign and emergency light have been moved to the correct exit door. See revised Sheet E201. 3. Comment: Means of egress shall be clearly identified, exit signage, example the Cosmetology Instruction Area. Comment: Portable fire extinguishers shall be selected, installed and maintained in accordance with Section 906 of the 2009 North Carolina Fire Prevention Code and NFPA 10. Response: Fire extinguishers have been added to the Architectural Floor Plans as well as indicated in note 8 in Kitchen Hood Schedule, See Sheet M001. 5. Comment: Each door in a means of from an Assembly or Educational Occupancy having an occupant load of 50 or more shall not be provided with a latch or lock unless it is panic hardware or fire exit hardware, new building element (1.9 Re -hab Code). Response: Renovated areas comply with this requirement. 6. Comment: In Assemblies and Educational occupancies, curtains, draperies, hangings & other decorative materials suspended from walls or ceilings shall meet the flame propagation performance criteria of NFPA 701 in accordance with Section 807.2 or be noncombustible. Response: No curtains, draperies, hangings or other decorative materials suspended from walls or ceilings are provided by these documents. 7. Comment: A Knox Box shall be installed and mounted in a location approved by a fire official. Knox Box ordering may be done by phone (1- 800 - 522 -5669) or web site (knoxbox.com). Response: A Knox box is added by Addendum #2. 8. Comment: See 09 North Carolina Building Code Chapter 33 Safeguards During Construction and sections of 09 North Carolina Fire Prevention code Chapter 14 Fire Safety During Construction and Demolition that would be applicable to this project. Response: This note will be added to the documents by Addendum #2. 9. Comment: The building spaces being renovated shall not be occupied prior to the code official issuing a permit that indicates that applicable provisions of the NC Fire Code has been met. Response: This note will be added to the documents by Addendum #2. HICKORY ZONING REVIEW: 1. Comment: 9.14.6 (B) if RTU #5 is larger or relocated, it must be screened from view off -site by an acceptable screening system. If mechanical equipment for the kitchen or other areas is placed outside the structure on roofs or walls it must be screened.
