All work shall be completed in accordance with the Work Contract, the N. C. State Building Code and this Work Write -Up. No substitutions for specified materials will be allowed unless approved in advance by the Community Development StafI. You are expected to call for inspections of specified items where called for in the Work Write -Up, as well as those required by the Building Inspections Department. The contractor shall be responsible for securing all permits. Upon completion, the contractor will be responsible for removing all debris from the premises. WORK TO BE PERFORMED COST 1. FOUNDATION a. Install a new frame and access door to crawl space. Frame to be of pressure treated 2" X 4" yellow pine with continuous stops on all sides of opening for door. Door to be of 3/4" AC exterior grade fir plywood with zinc plated "T" hinges and hinge hasp. Door and frame shall fit tight to masonry to make them rodent proof. b. Point up all cracks and deteriorated mortar joints in foundation wall. Replace all missing or broken masonry units with new to match existing. c. Replace (2 ) existing deteriorated foundation vents with new screened and closable foundation vents. Install (6) additional screened and closable foundation vents. New vents to be of the type that open and close automatically according to changes in temperature; TEMPVENT or equal. d. Apply a 1/2" thick coat of parging cement (stucco) to entire foundation wall. All parging shall be done with a Portland cement plaster consisting of one part Portland cement to 2 -1 /2 parts sand by volume. The temperature of the surrounding air shall not be less than 40 degrees F. during application and for at least 48 hours after application. Apply in two (2) 1/4" thick coats; the second coat shall be applied not sooner than seven (7) days after the first coat. Dampen surfaces evenly before application to insure even suction. Minimum finished thickness to be 1/2". I WORK WRITE -UP: MAGGIE LINEBERGER 2. FLOOR BRACING a. Install continuous 4" X 6" built up beams at right angles to floor joists under living room, bedroom #1, bedroom #2, dining room, and kitchen, in crawlspace. Built up beams to be supported by adjustable steel jack posts spaced not more than 8' on centers. Jack posts to bear on 16" X 16" X 6" concrete pads. Concrete pads to be poured with a minimum of 2,500 PSI grade concrete. Tension jack post to remove as much sagging and bounce from floors as possible. 3. FLOOR FRAMING a. Replace the deteriorated area of outside sill on left side of house with new pressure treated material of same size as original. 4. EXTERIOR WALLS a. Renail all areas of loose fascia, soffits, barge rafters, and rake trim. Replace all damaged, deteriorated, or missing areas of fascia, soffits, barge rafters and rake trim with new yellow pine material of same size as original. b. Install new vinyl siding with insulating backer board on all exterior walls of house, using continuous corner post and proper trim and channels. Color and pattern to be selected by the owner from samples furnished by the contractor. Vinyl siding shall be "Alcoa ", "Bird ", "Certaineed ", or equal, and shall comply with the provisions of the National Bureau of Standards Voluntary Product Standard PS 55 -72. Siding shall have at least a 20 year guarantee. Siding shall have a minimum thickness of .035 ". Existing walls shall be made as even as possible by firring, blocking and cutting prior to application of siding. Siding shall be applied according to manufacturer's instructions. Install all necessary corners, angles, stops at windows, doors, etc., and all matching accessories to make a first -class job. Nailing should be approximately 16" intervals with aluminum nails. Installation includes the boxing in and covering of any exposed waste vent stacks with siding. c. Install prefinished aluminum trim on all fascias, soffits, rakes, window sills and trim; front and side porch ceilings, and all other miscellaneous exterior trim. Aluminum trim shall be "Alcoa ", "Alcan ", or equal and shall comply with the Specifications for Aluminum Soffit and Fascias, Architectural Aluminum Manufacturers Association, AAMA 1404.01. Color shall be selected by the owner and shall have a minimum guarantee of 20 years. Soffit material is to be of the ventilated type, and maybe of vinyl. (NOTE: Remove all horizontal wood soffits to allow for attic ventilation, and install wooden stripping as required for the installation of new ventilated soffit material.) Installation includes all accessories. Use color matched acrylic caulking where needed for a neat, weather -tight installation. COST -2- WORK WRITE -UP: MAGGIE LINEBERGER 5. EXTERIOR DOORS a. FRONT DOOR: (NOTE: Existing storm door is to be re- installed in this opening.) Install a new pre -hung 6 panel steel insulated door, complete with frame, hinges, stops, trim (both sides), magnetic weather stripping, wide aluminum threshold and self - sealing sweep at bottom of door. Install a new pick resistant entrance type lockset, and a single cylinder dead -bolt lock, on new door. Entry locksets and dead -bolts to be Schlage, Kwikset, Weiser, or an approved equal. All entry locksets, and dead - bolts, front and side, shall be keyed alike. Install a "peep hole" type one way viewing device in new door, at a height specified by the owner Interior trim to be stain grade (no finger jointing allowed). a. SIDE DOOR: Install a new pre -hung 6 panel steel insulated door, complete with frame, hinges, stops, trim (both sides), magnetic weather stripping, wide aluminum threshold and self - sealing sweep at bottom of door. FRONT DOOR: Re- install the original storm door in this opening after new steel insulated door unit has been installed. b. SIDE DOOR: Install a new, 1 -1 /4" thick, aluminum framed, mill finish storm door, complete with all hardware, mechanical closure, storm check, one screen and two glass panels. 7. WINDOWS a. Install new vinyl replacement window units at the location of all window openings. Replacement windows to be double hung, double glazed (insulating glass) vinyl windowunits, with screens. Newwindowunits are to be of the type that tilt to the inside for cleaning. All voids around perimeter of window shall be filled with anon-expanding insulating foam sealant. Gaps of less than 318" may be caulked, If casings are removed for any reason, all voids shall be filled with non - expanding insulating foam sealant. Fiberglass or rock wool insulation is not suitable in these areas. COST -3- WORK WRITE -UP: MAGGIE LINEBERGER 8. FRONT & SIDE PORCH a. Replace the existing wooden steps at right side of house with a new set of wooden steps. Step stringers to be cut from 2" X 12" material. Step tread to be of two 2" X 6" spaced 1/8" apart. Step tread to overhang stringers 1 " on front and 1 -112" on sides. Maximum riser height to be 7- 1/2". Enclose risers per code. Use three stringers supported on a concrete footing at grade. Install a wooden handrail on both sides new steps. Railings to consist of a top and bottom 2" X 4" rail, and 2" X 2" pickets spaced not more than 4" apart. Tie new step railings into new porch railings. Low end of railings to be fastened to a 4" X 4" pressure treated post, securely anchored in yard. All construction to be of pressure treated yellow pine. b. Construct a new set of wooden steps at left end of front porch. Step stringers to be cut from 2" X 12" material. Step tread to be of two 2" X 6" spaced 118" apart. Step tread to overhang stringers 1" on front and 1- 1/2" on sides. Maximum riser height to be 7 -1/2 ". Enclose risers per code. Use three stringers supported on a concrete footing at grade. Install a wooden handrail on both sides new steps. Railings to consist of a top and bottom 2" X 4" rail, and 2" X 2" pickets spaced not more than 4" apart. Tie new step railings into new porch railings. Low end of railings to be fastened to a 4" X 4" pressure treated post, securely anchored in yard. All construction to be of pressure treated yellow pine. 9. GUTTERING AND DOWNSPOUTS a. Install prefinished, seamless aluminum guttering on all fascias, with adequate downspouts for proper drainage. Guttering to be secured with spikes and sleeves set no more than 32" on centers. Color selection to be made by the owner from samples furnished by the contractor. "Pipe - off" the water flow from downspouts by installing a minimum of 10' of 4" flexible plastic drain line at each downspout. Drain line to be attached to downspouts with adapters designed for this purpose. Plastic drain lines are to be buried a minimum of 6" under grade for the length of piping and brought to surface again at end of run in a non - eroding release. Fine grade all areas of disturbed soil, fertilize, re -seed with Fescue 31 grass seed, and cover with straw. COST _! WORK WRITE -UP: MAGGIE LINEBERGER 10. ROOF a. Remove all existing asphalt shingles down to sheathing. Install a layer of 15 lb. builders felt and new fiberalass asphalt architectural shingles_ New shingles to be self sealing type for wind resistance and are to be installed in accordance with the manufacturer's instructions. Shingle color to be selected by the owner from samples furnished by the contractor. Furnish the owner with a warranty from the shingle manufacturer. Install proper flashings at all chimneys, plumbing vents, valleys and junctions of roofs with walls. Install metal drip edge at all gables. Install ridge venting, and/or flat mushroom type roof vents as required to provide a minimum one sq. ft. of ventilation for each 300 sq. ft. of attic space. Haul away all old roofing and removed materials. Protect guttering, shrubbery, yard and structure. 11. HVAC EQUIPMENT a. Remove the existing old heat pump and ductwork, and properly dispose of same. Install a new electric heat pump, complete with new ductwork system. New heat pump to be sized in accordance with ASHRAE/Manual J specifications and must not exceed the Manual J calculated size. New heat pump to carry the Energy Star label and/or meet or exceed the Energy Star performance criteria. The delivery ductwork system shall be designed in accordance with ASHRAE /Manual D standards. Installation to include all necessary items to provide a complete, operating, heating /cooling system. Installation to include an electrical disconnect for system. ( NOTE: A copy of the Manual J size calculations and a copy of the duct design calculations and drawings must be furnished to the Community Development Office for inclusion in the case file. This item will be considered incomplete without Manual J size calculations and duct design calculations and drawings. 12. MOISTURE AND THERMAL CONTROL (NOTE TO CONTRACTORS_ An insulation certification card shall be furnished by the contractor and posted at a conspicuous location within the structure. This certification shall indicate the R- Value, minimum thickness, maximum coverage and minimum weight per square foot of the insulation installed for any of the following areas: walls, ceilings, and floor. Preferred locations for the certification card are the inside surface of a crawispace access door, or stapled to a roof truss, rafter, or stiff knee within 5 feet of an attic access door.) a. Remove any existing vapor barrier and any debris from crawl space. Install a new 6 mil. polyethylene vapor barrier on ground in crawl space area. Lap seams at least 6" and weight with brick or other non -wood material. b. Install R -19 fiberglass roll insulation with attached vapor barrier between floor joists in crawlspace and basement. Install insulation with vapor barrier up toward floor and hold in place with tiger teeth or staples. COST -5- WORK WRITE -UP: MAGGIE LINEBERGER c. Insulate all exterior walls with fire resistant, blown in place insulation. Neatly plug all holes made for the installation of insulation. (NOTE: If exterior walls are found to have existing insulation, this item will be deleted.) d. Install outside venting for clothes dryer, using code approved dryer vent hose with a dampered weather cap on the outside. e. All water supply pipes in crawl space area shall be insulated with ' /z" (minimum) preformed foam insulation or equivalent insulation material labeled for use on pipes and meeting minimum requirements, as in Federal Standards ASTM E84. Insulation shall be installed such that no gaps exist and shall be securely fastened. f. Insulate the outside (including top) of existing water heater to a minimum of R -6, using a commercial foil or vinyl faced kit designed for this purpose. Do not use kraft faced fiberglass insulation. Do not cover access panels to heating elements and thermostat controls, junction boxes, relief valves, or drain valves with insulation. 13. PLUMBING a. Remove the existing water closet from bath and re- install same after repairs to floor have been completed. Installation includes a new wax seal and a new fixture supply line with cut -off valve. b. Remove the existing bath sink and re- install same after new counter top has been installed. Installation includes a new drain and trap assembly and new fixture supply lines with individual cut -off valves. Existing faucet is to remain. NOTE: The design and installation of all new plumbing and fixtures shall comply with the provisions of the N. Cr. State Building Code. All plumbing work shall be performed by a licensed plumber. 14. ELECTRICAL a. Completely rewire the existing structure, including all receptacles, appliance outlets, lighting circuits and other existing circuits. Discontinue all existing wiring. Remove all existing wiring where practical. New wiring is to include the following items: b. Remove the existing meter, meter base, riser and weather head. Install a new meter, meter base, riser and weather head. Installation includes repair of all damage to wall surfaces after removing the existing meter. c. Install a new 200 amp. minimum circuit panel box with circuit breakers and a main disconnect. Discontinue and remove all existing circuit panel boxes and consolidate all new and existing circuits into the new panel box. Installation includes the repair of all damage to wall surfaces after removing existing panel boxes. COST -6- WORK WRITE -UP: MAGGIE LINEBERGER d. Install GFCI (ground fault) receptacles at the location of all receptacles that would be required to have this type of breaker by current code. e. Install new three wire grounded duplex receptacles as required to provide at least one receptacle on each wall of all habitable rooms. Install AFCI (Arc - Fault) protection receptacles as required by current code. Install in each room a new lighting circuit, complete with light fixture and wall mounted switches, including a new switched light over kitchen sink. Light fixtures to be complete with glass diffusers and bulbs of maximum wattage allowed by fixture. Install three -way switches where deemed appropriate by the Community Development Staff. (NOTE: Existing fixtures may be left in place if equipped with glass diffusers, and in a safe condition.) g. Install UL listed smoke detectors, with battery back -up at all locations required by building code h. Install new lighting circuits, complete with exterior fixtures and bulbs, and wall mounted switches at all exits of house. i. Install an exhaust fan with wall mounted switch in Bath. Exhaust fan shall be ducted to the outside with necessary flashings. Fan shall be Nutone or equal. j. Install a ceiling mounted exhaust fan with wall mounted switch in kitchen in area above range. Exhaust fan shall be ducted to the outside with necessary flashings. Fan shall be Nutone or equal. k. Install a circuit for electric range, complete with electric range receptacle, and new range cord if required. I. Install a new water heater circuit. m. Install a circuit for clothes washer. n. Install a circuit for electric clothes dryer, complete with dryer receptacle and new dryer cord if required. o. Install anew 30" white vented range hood, exhaust fan, light combination in wall cabinet over range. Exhaust fan to be vented to the outside, with all necessary flashings. NOTE: The design, construction, installation, adjusting and labeling of all electrical equipment and accessories shall comply with the provisions of the N. C. State Building Code. All electrical work shall be performed by a licensed electrical contractor. COST -7- WORK WRITE -UP: MAGGIE LINEBERGER 15. PEST CONTROL a. Have dwelling treated for termites, using approved chemicals applied to the manufacturer's specifications. Exterminator shall provide the owner, through the Community Development Office, with a certificate of treatment and a one year warranty. 16. EXTERIOR PAINTING NOTE: Remove all loose and scaling paint from exterior surfaces to be painted. Caulk around door and window frames to stop air infiltration. Renail any loose exterior trim. Prime any bare spots and new construction with oil based exterior primer. Do not apply exterior paint in damp or rainy weather. Do not apply exterior paint when temperature is below 50 degrees F. Do not use any lead based paints. Color selection to be made by the owner from samples furnished by the contractor. All exterior preparation and painting shall be of the highest professional quality Use drop clothes and masking as required to keep paint off of un- intended surfaces. a. Paint the outside of exterior doors, access door and frame, railings and posts at front and side porches, and all other miscellaneous exterior woodwork not specifically mentioned with two coats of exterior latex enamel. Paint front and side porch floors with two coats of oil based porch and deck enamel with slip resistant texture added Paint foundation with two coats of exterior latex house paint. 17. LIVING ROOM a. FLOOR: Remove any existing floor covering and repair any damage to wood flooring and floor framing (including sills). Install new 3/8" plywood underlayment and new sheet vinyl floor covering. Vinyl floor covering shall be equivalent to, or better than the no -wax "Cambray" series manufactured by Armstrong, with a minimum thickness of .065" of printed construction. All vinyl floor covering shall have a mildew resistant rearguard protection and shall be scuff resistant. Pattern to be selected by the owner from samples furnished by the contractor. Install new shoe moulding around the perimeter of room at floor. Floor covering shall include the inside of any closets that can be accessed from the room. Paint new shoe moulding with one coat of primer and two coats of interior latex enamel. b. WALLS: Patch, putty and sand smooth all areas of surface defects on the existing gypsum board as required to provide a smooth, paintable surface. COST WORK WRITE -UP: MAGGIE LINEBERGER c. PAINTING: Paint walls and ceiling with two coats of flat interior latex paint. Paint doors, jambs, and all wood trim with two coats of interior latex enamel. Color selection to be made by the owner from samples furnished by the contractor. Do not use any lead based paints. (NOTE: It is the contractor's responsibility to determine if washing of surfaces or the use of a stain kill product is required prior to painting in order to arrive at an acceptable finished paint job.) 18. BEDROOM # 1 a. FLOOR: Remove any existing floor covering and repair any damage to wood flooring and floor framing (including sills). Install new 3/8" plywood underlayment and new sheet vinyl floor covering. Vinyl floor covering shall be equivalent to, or better than the no -wax "Cambray" series manufactured by Armstrong, with a minimum thickness of .065" of printed construction. All vinyl floor covering shall have a mildew resistant rearguard protection and shall be scuff resistant. Pattern to be selected by the owner from samples furnished by the contractor. Install new shoe moulding around the perimeter of room at floor. Floor covering shall include the inside of any closets that can be accessed from the room. Paint new shoe moulding with one coat of primer and two coats of interior latex enamel. b. WALLS: Patch, putty and sand smooth all areas of surface defects on the existing gypsum board as required to provide a smooth, paintable surface. c. DOORS: (1.) Install additional framing to construct a wall between bedroom and hall. Frame an opening in new wall for a new 2'— 6" X 6'— 8" door. Install 1 /2' gypsum board on both sides of new wall, excluding door opening. Patch, putty, sand and prepare gypsum board on both sides of new wall for painting. Patch in floor and ceiling trim on both sides of new wall to match adjacent surfaces. Install a new 1 -3/8" thick, luon veneered, pre -hung hollow core interior door unit, complete with jamb and casings, in the new opening between bedroom and hall. Install a new privacy type lockset on new door. (2.) Refit and re -hang the existing bi- fold closet door. Installation includes new track and hardware. d. PAINTING: Paint walls and ceiling, including inside of closet, with two coats of flat interior latex paint. Paint doors, jambs, and all wood trim with two coats of interior latex enamel. Color selection to be made by the owner from samples furnished by the contractor. Do not use any lead based paints. (NOTE: It is the contractor's responsibility to determine if washing of surfaces or the use of a stain kill product is required prior to painting in order to arrive at an acceptable finished paint job.) All vinyl floor covering shall have a mildew resistant rearguard protection and shall be scuff resistant. Pattern to be selected by the owner from samples furnished by the contractor. Install new shoe moulding around the perimeter of room at floor. Floor covering shall include the inside of any closets that can be accessed from the room. Paint new shoe moulding with one coat of primer and two coats of interior latex enamel. b. WALLS: Patch, putty and sand smooth all areas of surface defects on the existing gypsum board as required to provide a smooth, paintable surface. c. ATTIC ACCESS: Install an attic access opening with lay -in panel in ceiling of room. Lay -in panel to be of 3/4" AD interior plywood. Frame a stop around the attic side of opening to prevent blown insulation from falling through. Trim around the bottom side of opening with 2 -1/4" moulded casings. Install closed cell foam insulation around the lip formed by casing to form a seal for access panel. (NOTE: The minimum unobstructed opening size shall be 22" X 30 ". If part of the HVAC system is installed in attic the opening must be large enough to accommodate the equipment Attach R -30 fiberglass insulation to the back side of lay -in panel. d. PAINTING: Paint walls and ceiling with two coats of flat interior latex paint. Paint doors, jambs, and all wood trim with two coats of interior latex enamel. Color selection to be made by the owner from samples furnished by the contractor. Do not use any lead based paints. (NOTE: It is the contractor's responsibility to determine if washing of surfaces or the use of a stain kill product is required prior to painting in order to arrive at an acceptable finished paint job.) COST - 11 - WORK WRITE -UP: MAGGIE LINEBERGER 22. BATH a. FLOOR: Remove any existing floor covering and repair any damage to wood flooring and floor framing (including sills). Install new 318" plywood underlayment and new sheet vinyl floor covering. Vinyl floor covering shall be equivalent to, or better than the no -wax "Cambray" series manufactured by Armstrong, with a minimum thickness of .065" of printed construction. All vinyl floor covering shall have a mildew resistant rearguard protection and shall be scuff resistant. Pattern to be selected by the owner from samples furnished by the contractor. Install new shoe moulding around the perimeter of room at floor. Floor covering shall include the inside of any closets that can be accessed from the room. Paint new shoe moulding with one coat of primer and two coats of interior latex enamel. b. WALLS: Install new Install prefinished, melemine surfaced, hard -board paneling on all walls of bath, including utility closet, from floor to ceiling. Use proper trim and channels for the installation of new paneling. Paneling to be glued to walls rather than nailed. Pattern to be selected by the owner from samples furnished by the contractor. c. TRIM: Install new 3-1/2" moulded base and shoe moulding around the perimeter of room at floor. Install new 2" bed moulding around the perimeter of room at ceiling. d. Remove the existing sliding shower doors and frame. Install a new chrome plated shower curtain rod at tub. e. Install an 18" handicap grab bar at tub, in owner's choice of location. COST VANITY CABINET: Remove the existing counter topping and wooden tops from the existing bath cabinet. Install a new wooden top of 3/4" AC exterior grade fir plywood. Install a new plastic laminate counter top and a 6" backsplash on the existing base unit. New plastic laminate to be "Formica" brand or equal. Refit the doors and drawers on the existing cabinet as required to insure proper operation. Replace all missing or defective catches with new to match existing. - g. DOORS: Refit and re -hang the existing bi -fold closet door. Installation includes new track and hardware. PAINTING: Paint ceiling with two coats of flat interior latex paint. Paint doors and all woodwork and trim with two coats of interior latex enamel. Color selection to be made by the owner from samples furnished by the contractor. Do not use any lead based paints.
