Dear Mr. Loftis:
ECS Carolinas, LLP. (ECS) has provided construction testing and monitoring services during
construction of the segmental retaining wall on the project site. The purpose of this letter is to
C summarize our activity and to document that the retaining walls were constructed according to
the applicable project specifications.
During construction of the retaining walls, ECS provided periodic monitoring of construction
and testing of foundation bearing capacity and compaction of reinforced backfill. We observed
installation of washed stone drainage material behind the segmental blocks. We observed and
documented geogrid types and lengths and general placement procedures for the geogrids.
Based on our monitoring and testing services during construction, the segmental wall for the
Conover Police Department addition project was constructed in general compliance with project
plans and specifications.

The undersigned arrived on site, as requested, to observe the placement and compaction oi'soiIs
for retaining wall at station 0+00 to end of wall.
® Utilizing the Nuclear Method (ASTM D -2922) to check the compaction of soils; test results
indicated that the compacted material, at the areas and elevations tested, met the project
requirements of (95 %) of the maximum dry density as obtained in our laboratory using the
Standard proctor method (ASTM D -698).
Locations and elevations of all tests are based on stakeout provided by others. We cannot be
responsible for structures located off of the observed engineered pad, misaligned utilities or
stakeout errors causing uncontrolled fill to be placed in structural areas.
