WPCOG SINGLE FAMILY REHABILITATION (SFR) PROGRAM
Sealed proposals will be received by the Community Development Office of Western
Piedmont Council of Governments located at 736 Fourth Street SW, Hickory, NC 28602 until 2:00
P.m. Wednesday, October 31. 2007 and immediately thereafter publicly opened and read for the
rehabilitation of a house located at 4738 Rock Barn Road Extension, Claremont, NC 28610 after
the hour on the date specified will not be considered.
A complete "Work Write Up" and "Contractor's Bid Proposal' for work to be performed
concerning the aforementioned house are enclosed. Contractors may inspect the house at any
time agreeable to themselves and the homeowner.
All plumbing and electrical subcontractors must be properly licensed under the North
Carolina State Laws governing their respective trades at the time of submitting the bids.
Every item on the work write up must contain a bid amount. Only completed bids will be
accepted.
Final payment will be made upon completion and acceptance of work. A certificate of
compliance issued by the County Building Inspector must be in our possession before final payment
is released.
No bids may be withdrawn after the scheduled closing time for the receipt of bids for a
period of thirty (30) days. The CDO of WPCOG reserves the right to waive informalities.

Note to contractors: Please submit your bids on this set of pages. All work shall be completed in
accordance with the Work Contract, the N. C. State Building Code and this Work Write -Up. No
substitutions for specified materials will be allowed unless approved in advance by the Community
Development Staff.
You are expected to call for inspections of specified items where called for in the Work Wdte -Up, as
well as those required by the Building Inspections Department. The contractor shall be responsible
for securing all permits. Upon completion, the contractor will be responsible for removing all debris
from the premises.
1. FOUNDATION COST
a. Install a new frame and access door to crawl space, at existing opening.
Frame to be of pressure treated 2" X 4" yellow pine with continuous
stops on all sides of opening for door. Door to be of 3/4" AC exterior
grade fir plywood with zinc plated "T" hinges and hinge hasp. Door and
frame shall fit tight to masonry to make them rodent proof.
2. EXTERIOR WALLS
a. Refasten all areas of loose existing vinyl siding and aluminum trim.
Replace all damaged, deteriorated or missing areas of vinyl siding and
aluminum trim with new materials to match original.

a. SIDE DOOR (EXIT OF KITCHEN): Install anew pre -hung 2 panel, 9light
steel insulated door, complete with frame, hinges, stops, trim (matching
original - both sides), double silicone weather stripping, energy efficient
aluminum threshold and self - sealing sweep at bottom of door. New door
to be Energy Star rated (R -7 minimum). Install a new pick resistant
entrance type lockset with interior lever handle, and a single cylinder
dead -bolt lock, on new door. Entry locksets and dead -bolts to be
Schlage, Kwikset, Weiser, or an approved equal. All entry locksets, and
dead - bolts, side and rear, shall be keyed alike. Interior trim to be stain
grade (no finger jointing allowed).

b. REAR DOOR (EXIT OF KITCHEN): Remove the existing sliding glass
doors from opening at rear of kitchen. Install a new pre -hung 2 panel, 9
light steel insulated double door unit complete with frame, hinges, stops,
trim (matching original - both sides), double silicone weather stripping,
energy efficient aluminum threshold and self - sealing sweep at bottom of
doors. New doors to be Energy Star rated (R -7 minimum). Install a new
pick resistant entrance type lockset with interior lever handle, and a single
cylinder dead -bolt lock, on primary operable door. Entry locksets and
dead -bolts to be Schlage, Kwikset, Weiser, or an approved equal. All
entry locksets, and dead - bolts, side and rear, shall be keyed alike.
Interior trim to be stain grade (no finger jointing allowed).
4. WINDOWS
a. Replace all insect screening in existing window screen frames with new
aluminum insect screening. Replace all damaged or missing screen
frames with new to match original.
5. FRONT PORCH
a. Provide adequate temporary support for front porch roof and remove the
three existing porch columns. Remove the existing concrete floor. Install
new heavy gauge metal decking or additional well tamped sand as fill
material if required. Form and pour a new concrete floor. Floor to be
poured to a minimum thickness of 4" and to be of 3,000 PSI concrete.
Concrete to be reinforced with 6/610 -10 welded steel wire mesh. Finish
surface of concrete with a steel trowel finish. Slope concrete 1/2" toward
front. Concrete shall receive an application of curing compound, "Clear
Bond" or equal, applied in accordance with the manufacturer's
instructions. Surface of concrete shall be protected from premature
drying and rain. Install three new 4" X 6" pressure treated porch posts
after concrete has adequately cured. Neatly wrap new wooden posts
with prefinished aluminum trim material.
6. REAR PORCH
a. Remove the existing wooden deck and steps, and haul away. Construct
a new 8'X 10" wooden deck and a new set of wooden steps. Deck to be
constructed using 2" X 8" floor joists spaced 16" on centers and 2" X 6"
flooring spaced 1/8" apart. Deckto be supported by pressure treated 4"
X 4" posts bearing on concrete footings. Install wooden railings around
the outside perimeter of deck. Railings to consist of a top and bottom 2"
X 4" rail and 2" X 2" pickets, with a maximum of 4" clearance between
pickets. Top of railings to be 36" from landing floor. Step stringers to be
cut from 2" X 12" material. Step tread to be of two 2" X 6" spaced 1 /8"
apart. Step tread to overhang stringers 1" on front and 1 -1/2" on sides.
Maximum riser height to be 7 -1/2 ". Use three stringers supported on
concrete footing at grade. Enclose risers per code. Install a wooden
handrail on both sides of new steps. Railings to consist of a top and
bottom 2" X 4" rail, and 2" X 2" pickets spaced not more than 4" apart.
Low end of railings to be fastened to a 4" X 4" pressure treated post,

securely anchored in yard. All construction to be of pressure treated
yellow pine.
GUTTERING AND DOWNSPOUTS
a. Replace the existing guttering and downspouts with new seamless pre -
finished aluminum guttering on all fascias, with adequate downspouts for
proper drainage. Guttering to be secured with spikes and sleeves set no
more than 32" on centers. Color selection to be made by the owner from
samples furnished by the contractor. "Pipe -off" the water flow from
downspouts by installing a minimum of 10' of 4" flexible plastic drain line
at each downspout. Drain line to be attached to downspouts with
adapters designed for this purpose. Plastic drain lines are to be buried a
minimum of 6" under grade for the length of piping and brought to
surface again at end of run in a non - eroding release.
S. ROOF
a. Remove all existing asphalt shingles down to sheathing. Install a layer of
15 lb. builders felt and new =&n_ as hal architectural shin ales
equal to or better than GAF e or Certalydeed Landmark
New shingles to be self sealing type for wind resistance and are to be
installed in accordance with the manufacturer's instructions. Shingle
color to be selected by the owner from samples furnished by the
contractor. Furnish the owner with a warranty from the shingle
manufacturer. Install proper flashings at all chimneys, plumbing vents,
valleys and junctions of roofs with walls. Install metal drip edge at all
gables. Install ridge venting, and /or flat mushroom type roof vents as
required to provide a minimum one sq. ft. of ventilation for each 150 scl. ft .
of attic space. Haul away all old roofing and removed materials. Protect
guttering, shrubbery, yard and structure.
9. HVAC
NOTE: HVAC duct system seams and joints shall be sealed with mastic
or approved equally durable alternative. New ducts listed in item a. below
will be subject to pressure diagnostic testing for leakage. Total duct
leakage at 25 pascals must not exceed 3% of the conditioned floor space
served by the system.
Avoid "spider system" design by us of a supply trunk/plenum. Size the
return air duct for minimum noise. Locate intake centrally, near front door
if possible. Strap all ductwork as needed to eliminate crimping or sharp
bends in ducts (to include a minimum of one 1 11 /cinch strap every 5 feet to
support flex duct. Sag in duct should be less than or equal to 1 /P inch per
foot). Locate registers at perimeter portions ofhouse. Useradiuselbows
or turning vanes in all supply trunks with 90 degree turns and do not
diminish the cross sectional area or throat. Metal ductwork with exterior
insulation is preferred. Locate heat pump in an unobtrusive area, not
subject direct sunlight or heat build -up, and with at least 3' of clearance all
around.

a. Remove and dispose of the existing electric heat pump and the existing
ductwork. Install a new properly sized electric heat pump, complete with
new ductwork system. New heat pump to be sized in accordance with
ASHRAE/Manual J specifications and must not exceed the Manual J
calculated size. New heat pump to carry the Energy Star label and /or
meet or exceed the Energy Star performance criteria. The delivery
ductwork system shall be designed in accordance with ASHRAE/Manual
D standards. Installation to include all necessary items to provide a
complete, operating, heating /cooling system. Installation to include an
electrical disconnect for system. (NOTE: A copy of the Manual J size
calculations and a copy of the duct design calculations and drawings must
be furnished to the Community Develooment Office for inclusion in the
case file. This Item will be considered Incomplete without Manual J
size calculations and duct design calculations and drawings.
10. MOISTURE AND THERMAL CONTROL
(NOTE TO CONTRACTORS: (1.) An insulation certification card shall
be furnished by the contractor and posted at a conspicuous location
within the structure. This certification shall indicate the R- Value,
minimum thickness, maximum coverage and minimum weight per square
foot of the insulation installed for any of the following areas: walls,
ceilings, and floor. Preferred locations for the certification card are the
inside surface of a crawlspace access door, or stapled to a root truss,
rafter, or stiff knee within 5 feet of an attic access door. (2.) Insulation
not installed to SFR Program standards will be disallowed
a. Remove the existing vapor barrier, and any debris from crawl space.
Install a 6 mil. polyethylene vapor barrier on ground, wall to wall for
complete coverage. Lap seams at least 6" and weight with brick or other
non -wood material. (NOTE: Do not install vapor barrier until after termite
treatment.)
b. Install outside venting for clothes dryer, using code approved dryer vent
hose with a dampered weather cap on the outside.
c. All water supply pipes in crawl space area shall be insulated with 1 /2"
(minimum) preformed foam insulation or equivalent insulation material
labeled for use on pipes and meeting minimum requirements, as in
Federal Standards ASTM E84. Insulation shall be installed such that no
gaps exist and shall be securely fastened.
d. Insulate the outside (including top) of new water heater to a minimum of
R -6, using a commercial foil or vinyl faced kit designed for this purpose.
Do not use Kraft faced fiberglass insulation. Do not cover access panels
to heating elements and thermostat controls, junction boxes, cover plates,
relief valves, or drain valves with insulation. Stop blankets 1" above floor
level.

e. Seal all accessible electrical, mechanical and plumbing penetrations
through floors, ceilings, exterior and interior walls and plates with
siliconized acrylic /latex caulk, polyurethane foam sealant or an approved
alternative material. Prior to adding insulation to the attic, insure that all
openings such as uncapped plumbing walls, gaps around plumbing vents
or pipes, gaps around electrical penetrations through plates, uncapped
utility chases, uncapped chimney chases, uncapped interior soffits or drop
ceilings, and all other thermal bypasses are properly covered and sealed.
Install foam gaskets behind all receptacle and switch cover plates, on
interior and exterior walls. (NOTE: Pre - rehabilitation and post -
rehabilitation pressure diagnostics (blower door testing) will be performed
on all houses treated with SFR funds. Completed units must not exceed
air leakage of .40 CFM /SF of building envelope area when tested at 50
Pascals of pressure.)
f. Inspect and vacuum the condenser coils on existing refrigerator to remove
accumulated dust.
11. PLUMBING
a. (NOTE: The house is presently served by a well. The owner wishes to
connect to City water. There is not presently a water tap in place. The
owner will make arrangements with the City to establish water service.
The contractor will arrange for, and Day for a new water tan and
arrange to have a water meter Placed Discontinue existing water
service to well. Install a new water service, using 3/4" code approved
tubing. Connect to new water meter and run to anew main cut -off valve
inside crawlspace. Work includes all excavation, backfilling, fine grading,
reseeding, fertilizing and strawing of affected areas.
b. Install a new single lever faucet on the existing kitchen sink. New faucet
to be Delta or approved equal.
c. Install a new 40 gallon, energy efficient electric water heater with proper
relief valve. New water heater shall have a vitreous porcelain enamel
tank lining, blanket type glass fiber insulation, drain valve, temperature
and pressure relief valve. New water heater to have five -year minimum
warranty, and be equal to that manufactured by Jackson or A. O. Smith.
Provide all electrical and plumbing connections to water heater. Supply
to heater to have cut -off valve. Unit to have flex cable on wiring at unit.
NOTE: The design and installation of all new plumbing and fixtures shall
comply with the provisions of the N. C. State Building Code. All plumbing
work shall be performed by a licensed plumber.

12. ELECTRICAL
a. Install UL listed smoke detectors, with battery back-up at all locations
required by current building code
b. Install GFCI (ground fault) receptacles at the location of all existing
receptacles that would be required to have this type of breaker by current
code.
c. Install UL listed smoke detectors, with battery back -uo at all locations
required by current building code
d. Install an Energy Star rated and labeled exhaust fan with wall mounted
switch in full bath. Bath exhaust fan will be required to provide spot
ventilation for bath room as well as continuous whole house mechanical
ventilation. Fan must include a built -in back -draft damper, and should be
designed to run continuously at the adjustable CFM level appropriate for
the house, but also speed up to a higher CFM (typically 80 CFM) when an
occupant enters the room via a motion detector sensor. Exhaustfanmust
provide a minimum actual flow rate of 50 CFM as installed, regardless of
flow rating, and must have a maximum sone rating of .5 or less. Exhaust
fan shall be ducted to the outside with necessary flashings, using 4"
Insulated ducts. (An acceptable system currently on the market is the
Panasonic WhlsperGreenw fan, which looks and mounts much like a
standard bath fan.)
e. Install an Energy Star rated and labeled exhaust fan with wall mounted
switch in half bath. Bath exhaust fan will be required to provide spot
ventilation for bath room as well as continuous whole house mechanical
ventilation. Fan must include a built -in back -draft damper, and should be
designed to run continuously at the adjustable CFM level appropriate for
the house, but also speed up to a higher CFM (typically 80 CFM) when an
occupant enters the roomvia a motion detector sensor. Exhaustfanmust

Install a new 30" Energy Star rated and labeled white vented range hood,
exhaust fan, light combination in new wall cabinet over range. Exhaust
fan must include a built -in back -draft damper. Exhaust fan must provide a
minimum actual flow rate of 100 CFM as installed, regardless of flow
rating. (It is recommended that an exhaust fan with a minimum rating of
130 to 150 CFM be installed to help insure meeting the preceding actual
minimum flow rate.) Exhaust fan shall be ducted to the outside with
necessary flashings, using 4" Insulated ducts.

g. Have all existing electrical circuits and components checked by a licensed
electrician. Report, In writing the condition of all existing circuits and
components to the Community Development staff.
NOTE: The design, construction, installation, adjusting and labeling of all
electrical equipment and accessories shall comply with the provisions of
the N. C. State Building Code. All electrical work shall be performed by
a licensed electrical contractor.
13. PEST CONTROL
a. Have dwelling treated for termites, using approved chemicals applied to
the manufacturer's specifications. Exterminator shall provide the owner,
through the Community Development Office, with a certificate of treatment
and a one year warranty.
14.
NOTE: Remove all loose and scaling paint from exterior surfaces to be
painted. Caulk around door and window frames to stop air infiltration.
Renail any loose exterior trim. Prime any bare spots and new
construction with oil based exterior primer. Do not apply exterior paint in
damp or rainy weather. Do not apply exterior paint when temperature is
below 50 degrees F. Do not use any lead based paints. Color selection
to be made by the owner from samples furnished by the contractor.
a. Paint the outside of exterior doors, access door and frame, the outside of
window sash and frames, and all other miscellaneous exterior woodwork
not specifically mentioned with two coats of exterior latex enamel.
15. MISCELLANEOUS
a. Install house numbers on front of house, near front door. House numbers
to be black and at least 3" high.
16. LIVING ROOM
a. FLOOR: Remove existing carpet and padding. Install new carpet and
padding. Carpet shall be installed by using tack strips around perimeter
of room, and stretching and attaching carpet to tack strips. Carpet shall
be installed on a minimum of 3/8" composite pad. Carpet and backing
shall be a minimum of 28 oz. material per square yard. Carpet color and
pattern to be selected by the owner from samples furnished by the
contractor.
b. WALLS: Patch, putty and sand smooth all areas of surface defects on
the existing gypsum board as required to provide a smooth, paintable
surface.

c. PAINTING: Paint walls and ceiling with two coats of flat interior latex paint.
Paint doors, jambs, the inside of window sash, and all wood trim with two
coats of interior latex enamel. Color selection to be made by the owner
from samples furnished by the contractor. Do not use any lead based
paints. (NOTE: It is the contractor's responsibility to determine if
washing of surfaces or the use of a stain kill product is required prior to
painting in order to arrive at an acceptable finished paint job.)
17. BEDROOM # 1
a. FLOOR: Remove existing carpet and padding. Install new carpet and
padding. Carpet shall be installed by using tack strips around perimeter
of room, and stretching and attaching carpet to tack strips. Carpet shall
be installed on a minimum of 3/8" composite pad. Carpet and backing
shall be a minimum of 28 oz. material per square yard. Carpet color and
pattern to be selected by the owner from samples furnished by the
contractor.

19. HALL

vinyl floor covering. Vinyl floor covering shall be equivalent to, or better
than the no -wax "Cambray" series manufactured by Armstrong, with a
minimum thickness of .065" of printed construction. All vinyl floor covering
shall have a mildew resistant rearguard protection and shall be scuff
resistant. Pattern to be selected by the owner from samples furnished
by the contractor. Install new shoe moulding around the perimeter of
room at floor. Floor covering shall include the inside of any closets that
can be accessed from the room.
b. WALLS: Patch, putty and sand smooth all areas of surface defects on
the existing gypsum board as required to provide a smooth, paintable
surface.
c. PAINTING: Paint walls and ceiling with two coats of flat interior latex paint.
Paint doors, jambs, the inside of window sash, and all wood trim with two
coats of interior latex enamel. Color selection to be made by the owner
from samples furnished by the contractor. Do not use any lead based

22. FULL BATH
