Donna,
After talking this over with Kevin Greer, we should not charge the sewer or the water capital fee on
this one. The sewer is nor ours and the water is on a section if line that we're not supposed to be
charging the cap fee on.
Thanks for checking with me. I know this is complicated in regards to where we charge and where
we don't so please don't hesitate in asking me to clarify.

Donna,
I have looked into this issue and I agree with Kevin that the Houston's do not owe the County a
Sewer Capital Fee but they do, however, owe the County its Water Capital Fee.
Kevin, the reason the Houston's owe the Water Capital Fee is because their property has not been
annexed by the Town. Even though the indebtedness of the Town was "paid" when the County and
City of Hickory entered into the Agreement for the Sale of Water Plant Capacity back in June of 2003,
the County retains the ability to charge its Water Capital Fee until annexation occurs.

Carmen Houston, property owner, 464 -2812, called regarding payment of $3,000 sewer line hook -up and $1,000 water
line (County- Catawba Water and Sewer Line). I billed their contractor, Maltby -Ward, the CAP fee. From what I was told
the Town of Catawba told them that Hickory was the water provider and they would have to pay them the hook -up fee.
She said she talked to Kevin Greer in Hickory and Melissa Miller, 323 -7419, and they were saying this was one of those
