The sewer is nor ours and the water is on a section if line that we're not supposed to be charging the cap fee on. Thanks for checking with me. I know this is complicated in regards to where we charge and where we don't so please don't hesitate in asking me to clarify. Kevin, the reason the Houston's owe the Water Capital Fee is because their property has not been annexed by the Town. Even though the indebtedness of the Town was "paid" when the County and City of Hickory entered into the Agreement for the Sale of Water Plant Capacity back in June of 2003, the County retains the ability to charge its Water Capital Fee until annexation occurs.
