Dear Ms. Abee,
Cedarwood Architectural, Inc. (CAI) has received Plan Review comments from Catawba County
via email dated 1/30/2020 for the Project, Estates at Legends — Phase 2 and Pool. We have
copied these comments below in the order they were received and have added our response in
bold describing how each comment is addressed. We have prepared this written response in
addition to seven (7) copies of revised plans as required.
There are also additional coordination items included in Bulletin 'C' as the project has been
evolved since the original plan review submittal. Revised drawings and a written description of
changes and seven (7) copies of revised plans are also included in this submittal.
CBPR-10-2019-32972
Building Review (by Damon White):
1. A written response to the comments in the order they appear in this correspondence as
well as appropriate clouded revisions to the plans shall be provided. Plans resubmitted
without required response letter and clouded revisions will not be accepted.
CAI Response: This letter and revised plans are being submitted as part of the
Plan Review process.
2. Verify that lower level (basement) in building C is not a story above grade plan and
provide calculations for this building. An A-3 shall not be more than 3 stories above
grade plan for V-A construction per 2018 NCBC T504.4.
CAI Response: Occupancy A-3 has been removed from the project per 2018 NCBC
303.1.2. The building design was revised to Non-Separated uses for the
accessory use group "B", which is the most restrictive for building height &
number of stories. The Lower Level at Building C is not a story above grade and
Building C is therefore 3 stories and in compliance for Type 5A construction,
please refer to attached calculation sketch and revised sheets TS0.05, A3.31 and
A3.32.
3. Provide an automatic sprinkler system for building C complying with 2018 NCBC
903.3.1.1 containing the A-3 occupancy as the fire area is over 12,000 sqft per 2018
NCBC 903.2.1.3, or such fire areas per 2018 NCBC 901.7 shall be separated by fire
barriers and horizontal assemblies constructed in accordance with 218 NCBC 707 and
711 having a rating specified per 2018 NCBC 508.4 of 2-hours for both.

CAI Response: A-3 occupancy has been removed from the project per 2018 NCBC
303.1.2. Building C is designed with a sprinkler system in accordance with 2018
NCBC 903.3.1.2.
4. Provide a detailed occupant count in building C for the A-3 and B portions of this building
per 2018 NCBC 1004 on the life safety page:
CAI Response: Refer to occupant counts provided on revised sheet G3.02.
5. Coordinate life safely pg. G3.02 for building C with Elec. pg E2.30 for required exit
signage.
CAI Response: Refer to revised drawings G3.02 and E2.30.
6. A5.01 detail 8/A5.01 Fire barrier for (breeze-way top of wall) exit access stairway shall
comply with 2018 NCBC 707.5 for continuity.
CAI Response: Breezeway walls are Fire Partitions per 2018 NCBC 708 and are
provided to the underside of the rated roof/ceiling assembly per 2018 NCBC 708.4.
7. Provide and verify slab insulation on appendix B per 2018 NCECC Table C402.1.3, (this
is reviewed as 4 stories above grade plan please see note 2, if this changes refer to
2018 NCECC Table R402.1.4 for insulation values) slab insulation shall be installed per
2018 NCECC C402.2.5.
CAI Response: R-10 slab insulation is provided for 3 stories above grade plane
per 2018 NCECC Table R402.1.4 (refer to Note 2 response), refer to revised
Appendix B sheets TS0.03 —TS0.05 and revised sheets A5.01 and A5.02
8. Provide structural details for the Pool Equipment Room per 2018 NCBC.

HICKORY FIRE DEPARTMENT DIVISION OF FIRE AND LIFE SAFETY
APPROVED WITH NOTES:
1. Confirm address with City of Hickory Planning Department. Once confirmed: Street
numbers shall be posted on the building and visible from the roadway. Numbers shall
contrast with their background. Numbers shall be a minimum of 6 inches high with a
minimum stroke width of 0.75 inches.

2. Adequate emergency vehicle access shall be maintained to within 150 feet of all sides of
each building at all times. This may be done with crushed rock, however if found not

This letter is written in response to comments dated 01/30/20 for the above referenced project.
Responses are as follows:
Architect/Engineer Certified Plans
1. Need gate details/schematic—Rule .2528.
Response: The architect will provide the gate details separately.
2. Need exact location of emergency telephone—Rule .2530.
Response: The telephone location has been added to Sheet PL2.0.
3. Need detail on shut off system for circulation system automatic chlorine feeder—Rule .2535.
Response: Refer to Sheet PL3.3. The skid system utilizes an ORP controller for disinfection and
pH control. The controller will power the chemical feeders. It includes a rotary flow sensor that
sends a signal to the controller if a no flow condition occurs. If this does occur, the controller will
de-energize the feeders and prohibit chemical injection into the pool return piping. A sheet from
the operations manual is included with this letter along with a system schematic drawing.
Building Review
3. All utilization equipment either gas or electric is required to be listed and/or labeled by a
nationally recognized testing laboratory by the North Carolina Department of Insurance.

SECTION 2.
COMPONENTS OF A CAT 2000 AUTOMATED SYSTEM
The following is a description of the components incorporated in a typical CAT
2000 controller system:
The Professional-Series pH Sensor samples water from the filtration system and
sends signals to the controller indicating the acidity of the water. The ideal pH
range for pools and spas is 7.4 - 7.6. The CAT 2000 controller is preset from
the factory to maintain pH 7.5. If pH is maintained below 7.4 (too acidic), eye
irritation, corrosion of equipment, and damage to the pool or spa surface can
occur. If pH is maintained above 7.6 (too alkaline), sanitizer activity is reduced,
water may become cloudy, and eye irritation may result.
The Professional-Series ORP Sensor samples water from the filtration system and
sends signals to the controller indicating the oxidation-reduction potential (redox) of
the water. ORP is an actual measure of sanitizer activity (chlorine, bromine, ozone,
etc.) and bacteriological water quality rather than an expression of chemical
residual levels. The CAT 2000 controller is preset from the factory to maintain ORP
at 650 millivolts.
The Flow Sensor (required) monitors the rate of flow across the pH and ORP
sensors and signals the controller to disable automated chemical feeding during
periods when the filtration system is off or low recirculation flow is detected.
The Flow Cell provides a convenient location for mounting the pH, ORP and Flow
Sensor while ensuring ideal hydraulic conditions to maximize sensor performance
and life.
The CAT 2000 controller unit scans and interprets the signals from the pH and ORP
probes, displays water quality readings in digital format, and activates chemical
feeders in proportion to the demand required to maintain setpoint pH and ORP
levels. The unit incorporates audible and visual safeguard alarms for out of range
conditions, calibration adjustment for pH, and mode selections to manually feed or
disable feeding for either channel. The CAT 2000 controller unit also features an
internal micro-computer for unsurpassed accuracy, adaptability, and ease of use. All
user-entries and adjustments are made through the touch-screen interface front
panel.

Response: Drawings are coordinated. Exit signs shown on E2.30 correlate with the paths of egress
shown on G3.02. Please advise if any specific discrepancies still exist.
Comment#11: Provide clothes dryer exhaust duct length on the plans for verification of compliance with 2018

Response: Dryer exhaust duct lengths have been added to the enlarged plans on M2-01 to show

Response: The range hoods are recirculating hoods and does not need ducted outdoors per
2018NCMC 505.1 Exception#1 the building is naturally ventilated in accordance with chapter 4.
Comment#14: Pg.1.33- Provide details for gas pipping (length, material, gas demand at each appliance, gas
pressure) complying with 2018 NCFGC chapter 4.
Response: The gas piping and material is described in the specification to be black iron. Pipe lengths
and appliance gas loads were added to the drawings to show compliance with NCFGC chapter4
Fire Department Review: (by Mr.Thomas Raper)
Comment#3: All new construction buildings shall be evaluated for emergency responder radio coverage per
Section 510 of the 2018 NC Fire Code.
Response: Will comply. Box note has been added to Sheet E3.03 with requirements for emergency
responder radio coverage system.
Fire Alarm Comment#1: Smoke and carbon monoxide alarm coverage for residential units shall comply with
residential code.
Response: Will comply. Refer to Sheets E2.10 &E2.20 for combination smoke &carbon monoxide
detector locations in dwelling units. Refer to Sheet E3.03 for additional requirements and notes
associated with these devices.
Fire Alarm Comment#2: Duct detectors shall be tied into the fire alarm system.
Response: Will comply. Refer to Sheet E3.03 for duct detector tie-in requirements to the building fire
alarm system.
Fire Alarm Comment#3: Fire alarm contractor shall obtain a permit from Hickory Fire Department Division of
Fire & Life Safety prior to any installation of the fire alarm system. A copy of submittal requirements and
applications are available upon request, 828-323-7522 or available on line at
http://www.hickorync.gov/content/fire-life-safety.

Zoning Review: (by Mr. Ross Zelenske)
Comment#1: Ensure exterior light fixtures comply with Land Development Code Section 9.7. A photometric plan
is required for this site given nearby residential or planned residential properties. This was noted during the civil
review. The light source of outdoor lighting fixtures shall not be directly visible from property outside the zoning
lot on which it is located. Additionally, the maximum illumination permitted at the zoning lot line from any use,
other than single-family residential, onto a lot line of any adjacent residentially zoned lot shall be 0.20 foot-
candles. Light fixtures shall be limited to heights of 30 feet for parking lots and 20 feet for pedestrian walkways.
All outdoor lighting fixtures shall be cut-off fixtures and have flat lenses and/or shielding.A cut-off light fixture
emits 0%of its light above 90 degrees, and no more than 10% above 80 degrees from horizontal..
Response: Will comply. The site lighting design has been revised to comply with the above referenced
requirements. Sheet E0.00 has been revised to reflect updated site lighting locations. Sheet E0.01 has
been added to include a site lighting photometric plan. Sheets E0.02 & E0.03 have been added to
include a site lighting cut sheets. Sheet E3.01 has been revised to reflect updated light fixture
specifications for cut-off site lighting fixtures.

3. Have added a note to the plans stating that"FDC's shall be provided with a Storz 5-inch connection with
Knox locking cap.If installed as a remote FDC,a 45 degree downward angled head shall be installed".
