Dear Mr. Phelps:
ENGINEERS CERTIFICATION
I, Donald L. Munday, as a duly registered Professional Engineer in the State of North
Carolina, having been authorized to observe periodically the construction of the system
repair of the referenced project, a TS-II low pressure PPBPS effluent disposal system;
serving an existing 3 bedroom residence, located at 7932 Bankhead Road, Catawba
County, NC, hereby state that, to the best of my abilities, due care and diligence was
used in the observation of the construction such that the construction was observed to
be built within substantial compliance and intent of the approved plans and
specifications.
• Additionally, the existing precast septic tank was found to be, located less than 5 feet
from existing deck foundation pier(s). A watertight test was performed on th'e existing
precast septic tank, risers & lids and all were in satisfactory condition. There are no
concerns with the current location of the existing tank in relation to the existing building
structure.

Subject: Urgent: Potential Overload of Wastewater System Due to Excessive Occupancy
Dear Sir/Madame,
I hope this message finds you well. I am writing to inform you of a concern regarding the wastewater
system at 7932 Bankhead. During a recent visit to collect the annual laboratory sample, we observed
that the turbidity levels were elevated, indicating potential issues with the system's performance.
Upon speaking with the current occupants who identified themselves as renters, we were informed
that 22 individuals are residing in the home. This significantly exceeds the design capacity of the
wastewater system, which was engineered and permitted for 6 occupants. According to North Carolina
regulations, the design flow rate for wastewater systems is calculated based on the number of
bedrooms and the expected occupancy . For instance, each bedroom is typically allocated 120 gallons
per day, and occupancy exceeding two persons per bedroom requires adjustments to the design flow
to accommodate the increased load.

and compromising the system's ability to meet permit treatment limits.
