This morning, May 7, 2010, Catawba County Utilities & Engineering received a call from Ms. Venitta
Shields (6668 Mountain Grove Road, Hickory). Ms. Shields was complaining of storm water run-off
coming off County owned property, located North and adjacent to her property, and running down
the shared property line on her side, washing under an out building, and “flooding” a low point on the
back side of her property. The County owned property is the site of a pump station for the Mountain
Grove water line. At approximately 10:15 AM, Ronda Gomez, Jacob Reid, and myself met with Ms.
Shields at her property to determine if the storm water run-off was caused by the County owned
property and to ascertain a possible solution, should the County property be at fault. Upon
investigation, the County owned property has proper ground cover/vegetation and drainage to
prevent any water run-off from impacting the surrounding properties. All storm water impacting Ms.
Shields property originates from property located across from her at the corner of Mountain Grove
Road and Old Shelby Road. Water runs off of that corner property, cuts diagonally across Mountain
Grove Road, and onto Ms. Shields property, creating the issues.
Unfortunately, Ms. Shields’ property is located in a low lying area with regards to all surrounding
property. We informed Ms. Shields that she is free to manage the drainage on her property to
prevent the “wash out” and “flooding,” but the County property/drainage is not the issue. During the
visit Ms. Shields informed us that she had met with NC-DOT staff on site and they felt that all road
drainage was adequate. During this morning’s visit Ronda took several pictures of the area and they
are attached. If anyone has any questions please give me a call.
